Corrupção vem do latim corruptus, que significa quebrado em pedaços. O verbo corromper significa “tornar pútrido”.
A corrupção pode ser definida como utilização do poder ou autoridade para conseguir obter vantagens e fazer uso do dinheiro público para o seu próprio interesse, de um integrante da família ou amigo.

A corrupção é presente (em maior evidência) em países não democráticos e de terceiro mundo. Essa prática infelizmente está presente nas três esferas do poder (legislativo, executivo e judiciário). O uso do cargo ou da posição para obter qualquer tipo de vantagem é denominado de tráfico de influência.
Toda sociedade corrupta sacrifica a camada pobre, que depende puramente dos serviços públicos, mas fica difícil suprir todas as necessidades sociais (infraestrutura, saúde, educação, previdência etc.) se os recursos são divididos com a área natural de atendimento público e com os traficantes de influência (os corruptos).
Quando o governo não tem transparência em sua administração é mais provável que haja ou que incentive essa prática, não existe país com corrupção zero, embora os países ricos democráticos tenham menos corrupção, porque sua população é mais esclarecida acerca dos seus direitos, sendo assim mais difíceis de enganar.
Atualmente existe uma organização internacional que tem como finalidade desenvolver pesquisas nos países para “medir” o nível de corrupção. A partir da pesquisa é feita uma classificação de acordo com a nota que vai de 0 a 10. Alguns dados revelam que o primeiro lugar com nota 9,7, que corresponde à margem de confiança, é a Finlândia; e o Brasil ocupa 54° com nota 3,9, margem de confiança 37-41%.
