O Brasil chegou ao ponto em que é urgente deixar de dar ouvidos ao que diz o presidente da República. Jair Bolsonaro se tornou em si mesmo um ruído que desnorteia os brasileiros sobre como devem se comportar diante da pandemia de covid-19, que no momento mata mais de 3 mil pessoas por dia no País (ver abaixo o editorial O quadro da pandemia).
Nenhum esforço de comunicação no sentido de orientar corretamente os cidadãos a respeito das medidas de prevenção será bem-sucedido enquanto o chefe de governo continuar contrariando as mensagens das próprias autoridades federais mobilizadas contra o vírus, reunidas no chamado Comitê de Coordenação Nacional para o Enfrentamento da Pandemia de Covid-19.
Esse comitê realizou na quarta-feira passada sua primeira reunião formal. A lista de participantes mostra a importância que se pretende dar a essa iniciativa. Estavam presentes o presidente Bolsonaro, os presidentes da Câmara, Arthur Lira, e do Senado, Rodrigo Pacheco, os ministros da Saúde, Marcelo Queiroga, das Comunicações, Fábio Faria, da Ciência, Tecnologia e Inovação, Marcos Pontes, e da Secretaria de Governo, Flávia Arruda, além de representantes do Ministério da Justiça, do Judiciário e do Ministério Público.
Pois bem. Ao final desse encontro, o deputado Arthur Lira e o senador Rodrigo Pacheco falaram com os jornalistas como se fossem os líderes de fato da iniciativa – o presidente Bolsonaro, a quem cabe formalmente a direção do grupo, já não estava no local.
Os parlamentares informaram que o comitê discutiu a centralização das ações no Ministério da Saúde e também a compra de vacinas pela iniciativa privada, além de outras medidas já aprovadas pelo Congresso. O senador Pacheco, então, enfatizou a necessidade de um “alinhamento da comunicação social do governo e da assessoria de imprensa do presidente da República no sentido de haver uma uniformização do discurso de que é necessário se vacinar, de que é necessário usar máscara e higienizar as mãos e de que é necessário o distanciamento social, de modo a prevenirmos o aumento da doença em nosso país”.
O ministro da Saúde, Marcelo Queiroga, reforçou essa mensagem. Embora tenha se empenhado em não contrariar demais o chefe, ao dizer que é muito difícil adotar medidas mais duras de isolamento social – de resto atacadas dia e noite por Bolsonaro –, o ministro pediu que a população evitasse “aglomerações desnecessárias” no feriado e sublinhou que “é importante usar máscara, manter o isolamento”.
Quando parecia que finalmente o governo federal havia decidido parar de sabotar não só as vacinas, mas também as medidas de distanciamento e o uso de máscaras, eis que o presidente Bolsonaro, minutos depois das declarações dos integrantes do comitê, saiu de seu gabinete e, a título de falar sobre a volta do auxílio emergencial, desatou a criticar as restrições impostas por governadores para conter a pandemia.
Sem máscara, Bolsonaro declarou que “o Brasil tem que voltar a trabalhar” e disse que as determinações dos governadores “têm superado em muito até mesmo o que seria um estado de sítio”, pois envolvem “supressão do direito de ir e vir”.
Nem se deve perder tempo corrigindo as bobagens de Bolsonaro acerca do estado de sítio e do direito de ir e vir. O mais grave é a reiteração de declarações que prejudicam todo o trabalho de esclarecimento da população sobre os cuidados a serem tomados para evitar a covid-19.
Embora seja chocante, tal comportamento não surpreende. Bolsonaro só engoliu o tal comitê de enfrentamento da pandemia por pressão do Centrão, o grupo político que lhe dá sobrevida. Quando perceberam o potencial de letalidade da pandemia sobre seus projetos eleitorais, esses oportunistas trataram de enquadrar Bolsonaro, forçando-o não só a formar o comitê, com um ano de atraso, como a acelerar a vacinação. De quebra, o presidente, ao anunciar a iniciativa, há alguns dias, apareceu de máscara, para simular seriedade.
Mas nem o comitê é muito efetivo – afinal, não tem representantes de prefeitos e de governadores, que lidam diretamente com a pandemia – nem o presidente é sério. Enquanto Bolsonaro tiver poder para atrapalhar, a única comunicação eficiente, infelizmente, será a dos óbitos.
