A medida provisória (MP) de privatização da Eletrobras, que teve a votação adiada no Senado para esta quinta-feira (17), mostra como a população acaba pagando grande parte das medidas tomadas pelo governo e por congressistas. Depois de sofrer alterações na Câmara dos Deputados, a MP recebeu mais uma série de emendas de senadores. O gasto com os “jabutis”, como são chamadas as medidas estranhas incluídas na proposta original, deverá superar os R$ 67 bilhões, segundo cálculos de entidades do setor, valor superior ao que será levantado na operação de capitalização, de apenas R$ 25 bilhões.

O relator MP, senador Marcos Rogério (DEM-RO), alterou a proposta, que já havia sofrido várias modificações na Câmara, para atender a pedidos de parlamentares que usam a proposta de privatização para ampliar privilégios de grupo da área de energia, gerando custos extras bilionários. Quem vai pagar a conta são todos os brasileiros, com acréscimos no valor da conta de luz.

Em vídeo divulgado nas redes nesta quarta-feira (16), o senador Oriovisto Guimarães (PODE-PR) diz que a MP foi completamente desconfigurada e não deve ser aprovada. Segundo o senador, só um dos “jabutis” vai aumentar a conta para o consumidor brasileiro em R$ 20 bilhões por ano. Ele se refere a uma reserva de mercado para termelétricas que foi colocada na proposta, prorrogando até 2035 subsídios para a geração de energia por meio de usinas termelétricas movidas a carvão, além da contratação de 6 mil megawatts (MW) de termelétricas a gás natural de maneira compulsória em regiões sem o fornecimento do combustível.

Outro exemplo da fatura que foi colocada para o consumidor é a obrigatoriedade de compra de energia gerada pela PCHs (pequenas hidrelétricas), a qual implica em mais R$ 1 bilhão aos brasileiros. O texto estabelece a necessidade de contratar 2 mil MW de energia de pequenas centrais hidrelétricas.

Uma emenda apoiada pelo ‘centrão’, liderado pelo senador Ciro Nogueira (PP-PI), da base do governo Bolsonaro, é outro exemplo dos “jabutis”. A medida pede que o estado do Piauí receba uma indenização de aproximadamente R$ 260 milhões pela privatização da Companhia Energética do Piauí (Cepisa).

O senador Paulo Paim (PT/RS) prevê que só os “jabutis” acrescentados na Câmara custarão R$ 41 bilhões e que isso representaria um aumento de 10% na conta dos consumidores de energia elétrica. Ele defendeu que o tema precisa ser objeto de um amplo debate, com a participação de entidades e representantes da sociedade.

O governo espera aprovar a proposta nesta quinta-feira (17) no Senado. Por se tratar de medida provisória, o texto caduca em 120 dias caso não seja aprovado, prazo que termina em 22 de junho. Como houve mudança no texto, a Câmara terá que analisar a nova versão com prazo curto.

A resistência no Senado é grande. A senadora Simone Tebet (MDB-MS) disse que a MP é inconstitucional na forma. “Não há urgência, em plena pandemia, ainda mais em plenário virtual, votarmos uma medida provisória que impacta a vida de 220 milhões de brasileiros para pior, porque todo mundo vai pagar mais caro por essa energia elétrica”.

Um levantamento divulgado pela BMJ Consultores Associados, na quarta-feira (16), mostrou que mais de 41 senadores estavam dispostos a votar contra a proposta, número suficiente para derrubar a MP. Mas quando os custos são para o consumidor pagar, tudo pode acontecer. A previsão era que a articulação de parlamentares e do governo entrasse a madrugada na tentativa de virar o jogo e aprovar a medida nesta quinta-feira (17).

Do lado do governo, parlamentares defensores do texto argumentam que a MP vai favorecer investimentos e reduzir a interferência política indevida na empresa. Para o líder do governo no Senado, Fernando Bezerra (MDB-PE), a proposta é diminuir o tamanho do Estado no setor.
