A lei maior de nosso país é clara. No artigo 227: “É dever da família, da sociedade e do Estado assegurar à criança, ao adolescente e ao jovem, com absoluta prioridade, o direito à vida, à saúde, à alimentação, à educação, ao lazer, à profissionalização, à cultura, à dignidade, ao respeito, à liberdade e à convivência familiar e comunitária, além de colocá-los a salvo de toda forma de negligência, discriminação, exploração, violência, crueldade e opressão”.
Não há lei acima da Constituição, e nos pontos em que é incontestável é inderrogável, obrigação de qualquer cidadão e dever do agente público.
Tornou-se, entretanto, insuportável a omissão das elites que exercem o poder neste país em relação à qualidade da educação pública. O Brasil tem 50 milhões de pessoas em nível de pobreza, mais 700 mil reclusos no sistema penitenciário e, ainda, 43 mil homicídios por ano.
A relação de miséria, violência e criminalidade é umbilicalmente ligada ao nível educacional da população, com reconhecimento da ONU e Unicef, institutos da mais elevada e inconteste expressão. O Brasil ocupa o 53º lugar em educação, entre 65 países avaliados (Pisa). Dos jovens entre 6 e 12 anos, 731 mil crianças ainda estão fora da escola, segundo o IBGE.
O Brasil destoa, irresponsavelmente, pela qualidade ínfima da educação, pela pouca atenção prestada aos adolescentes. Falta pôr em prática a consideração humanitária destacada no artigo 227 da Constituição. Por lei, o jovem adolescente é prioridade sobre qualquer outro ser humano de idade superior à dele e tem prioridade em saúde e preservação da existência e do direito à educação. Uma condição sagrada para manter a continuidade de uma sociedade justa.
Na ausência de consciência coletiva e no esquecimento da lei maior deste país, a cada ano milhões de jovens deixam o sistema educacional fundamental despreparados para cuidar de si mesmos, excluídos e condenados definitivamente a uma posição marginalizada.
As elites, quem ganha bem, têm acesso aos colégios, equipamentos e métodos de ensino qualificado. Não enxergam, com algumas exceções, a tragédia vivenciada por jovens carentes, sem voz e sem vez, que com um pouco de atenção se transformariam em engrenagens virtuosas de uma nação a que faltam médicos, engenheiros e outros profissionais qualificados.
Na raiz de tudo está o analfabetismo funcional, de indivíduos que acabam o 9º ano do ensino fundamental severamente despreparados.
Pesquisa (Inaf) realizada com a população brasileira de 15 a 64 anos encontrou que apenas a parcela de 8% é plenamente capaz de entender e se expressar corretamente (proficiente). O restante apresenta dificuldades, em graus diferentes, para entender e elaborar diversos tipos de texto, interpretar tabelas e gráficos e resolver problemas lógicos e matemáticos. Entre os 92% sem proficiência é considerada analfabeta funcional a pessoa que, mesmo sabendo ler e escrever algo simples, não tem as competências necessárias para satisfazer as demandas do seu dia a dia e viabilizar o seu desenvolvimento pessoal e profissional.
O Indicador de Alfabetismo Funcional (Inaf), realizado pelo Instituto Paulo Montenegro (PIM), considerado o Ibope da inteligência, elabora uma escala de classificação de alfabetismo das pessoas: analfabeto (4%), rudimentar (23%), elementar (42%), intermediário (23%) e proficiente (8%). Quem está inserido nas duas primeiras categorias é considerado indivíduo analfabeto funcional, ou seja, 27% da população ativa.
Passando pela análise da população carcerária, encontra-se 95% dela classificada como analfabeta funcional. Dessa forma, nem todos acabam na cadeia, mas quase “todos” eles são analfabetos funcionais, sem profissão definida e compreensão suficiente para atender suas necessidades básicas.
Pode-se assim afirmar que, se o grau de educação dos 27% até o nível rudimentar evoluísse para elementar (42%) ou intermediário (23%), seria anulada cerca 90% da violência e da população carcerária no Brasil.
Teríamos uma diminuição de 700 mil para 100 mil reclusos. Quer dizer que 600 mil marginais estariam migrando para o grupo preparado para produzir, sustentar-se, contribuir positivamente para a sociedade. Também o número de homicídios diminuiria 90%, poupando 39 mil vidas. Os gastos com segurança, de R$ 120 bilhões anuais no país, poderiam cair proporcionalmente.
O que falta para dar um basta a essa cadeia destrutiva? Vontade dos líderes e das elites, da imprensa, dos formadores de opinião.
Os passos para a revolução já foram estabelecidos em 2014 (ano eleitoral e sempre de boas intenções) no Plano Nacional de Educação (PNE), que firmou em dez anos o aumento de 50% no número de escolas em tempo integral e a universalização do atendimento pré-escolar, com professor de verdade, com ensino cognitivo e atividades harmônicas.
Em Betim estarão abertas, até março de 2022, 12 mil vagas em creches/pré-escolas em 20 unidades novas e modernas. Iniciou-se também a licitação para construção de dez escolas em parceria com o Estado de Minas Gerais para ensino integral destinadas a 19 mil alunos. Não vejo, entretanto, outros municípios agindo nesse sentido para atingir a meta do PNE.
O desafio educacional foi afetado por uma tragédia: a paralisação das salas de aula desde março de 2020. Com o ano escolar integralmente perdido, os alunos do 9º ano saíram com nível escolar do 8º e em 2021 sairão, se nada for feito, com nível do 7º, ou dois anos sem aulas.
Em Betim decidimos, mas fomos impedidos, por decisão do TJMG a pedido do MPMG, de aplicar a vacina, liberada, no dia 14.6 pela Deliberação 3.440 do Ministério da Saúde, para a faixa etária de 12 a 17 anos. Sem perder tempo e oportunidade de garantir ao menos aulas plenas até dezembro para os últimos três anos do fundamental. A decisão foi tomada calculando-se que esses alunos, dentro dos grupos em vacinação, representariam o atraso máximo de dez dias e médio de cinco dias para todos aqueles que há mais de 160 dias sonham com a vacina. Quem iria se vacinar em 180 dias passaria a se vacinar de 181 a 190 dias. Ninguém deixaria de ser vacinado.
A medida de vacinar os alunos parecia, para a nossa equipe de governo de Betim, de grande valia e com reflexos humanitários importantes, que, por outro lado, geram um adiamento médio de cinco dias da população que não é de grupos de risco. Os 18 mil alunos que seriam vacinados até o final de junho com parte das 54 mil doses prometidas pelo Estado passam assim para o fim da fila, que acaba em novembro. Conseguirão ter apenas aulas alternadas (carga de 50%) por falta de espaço físico até dezembro.
Num país de excluídos a pandemia com seus efeitos malignos está preparando inúmeros e tormentosos desafios para o futuro de todos.
