A recriação do Ministério do Trabalho e Previdência é a notícia mais importante desta quarta-feira (21). Na verdade, foi extinto o status de ministério, mas a estrutura toda continuava como um anexo do Ministério da Economia. Tinha lá um secretário especial da Previdência, que agora será o secretário-executivo do novo ministério e eventual substituto do futuro ministro. Ele se chama Bruno Bianco Leal.
E o novo ministro do Trabalho, que já foi ministro da Cidadania e da Secretaria-Geral da Presidência da República, será o gaúcho Onyx Lorenzoni. Ele foi o primeiro a apoiar o deputado Jair Bolsonaro, quando este disse que ia se lançar candidato à Presidência da República.
E no lugar de Onyx deve ir o general Luiz Eduardo Ramos, que hoje está no Gabinete Civil. E para o Gabinete Civil vai o presidente do PP (Progressistas), o senador pelo Piauí Ciro Nogueira, que está no Congresso desde 1995. Ele tem um quarto de século de Congresso. Foi deputado federal várias vezes.
Ciro é do partido que por mais tempo Bolsonaro ficou: foram 12 anos no Progressistas. Eu continuo apostando que a candidatura à reeleição dele vai ser pelo PP. Agora, essa desconfiança fica mais forte.
E com Ciro Nogueira indo para o governo, uma perna do Centrão pende para dentro do Palácio do Planalto, não tem jeito. Foi uma bela jogada no xadrez político por parte do presidente.
E ao mesmo tempo, num momento de recuperação do emprego, com 200 mil carteiras assinadas por mês em média, Bolsonaro recria o ministério fundado nos anos 1930 por Getúlio Vargas.
E não só do Trabalho, mas também da Previdência Social, que é importantíssima, gigantesca, e está presente em todos os lares brasileiros. É uma área que precisa de um cuidado especial para garantir o futuro das pessoas, dos aposentados e dos pensionistas.
E é bom lembrar que a volta do Trabalho não aumenta o número de ministérios, porque o Banco Central já não tem mais o status de ministério, hoje é um órgão independente. Então o governo continua com o mesmo número de 23 ministros.
STF volta aos velhos tempos
A ministra Cármen Lúcia, que já foi presidente do Supremo Tribunal Federal, negou mandado de segurança para obrigar o presidente da Câmara a analisar um pedido de impeachment do PT, de maio do ano passado, contra Jair Bolsonaro.
O pedido de liminar foi protocolado pelo deputado federal por São Paulo Rui Falcão, que foi por sete anos presidente do PT. E pelo ex-candidato à Presidência da República, Fernando Haddad, que perdeu a eleição para Bolsonaro por 11 milhões de votos.
O motivo do pedido de impeachment foi porque o presidente da República, que é o comandante supremo das Forças Armadas, foi a uma manifestação na frente do quartel general do Exército, em Brasília, e lá havia cartazes pedindo intervenção militar.
Os petistas alegam que o presidente estava pedindo intervenção, mas ele foi até lá apenas para dar uma saudação aos seus apoiadores. Até porque o presidente não precisa pedir intervenção, porque o presidente é o comandante das Forças Armadas. Então, se não houve intervenção é porque o presidente não pediu e nem pretende pedir.
Moral da história: a ministra Cármen Lúcia mostrou que há um renascimento de uma posição antiga do Supremo. Toda vez que o STF recebia demandas políticas, da Câmara, Senado, deputados ou senadores, respondia: “vai para o arquivo, isso é uma questão interna, política, da Câmara ou do Senado. Resolvam aí, entre vocês”.
Agora, a ministra disse: arquive-se, não tem mandado de segurança, não tem liminar e disse que isso macularia o princípio da separação de poderes. O atual presidente do Supremo, Luiz Fux, pensa assim e a ex-presidente também.
Segundo artigo da Constituição: separação dos poderes; harmonia e independência entre eles. Porque às vezes a gente pensa que o sonho de Montesquieu virou pesadelo aqui no Brasil.
