O Congresso não pode mais desperdiçar tempo

Há um famoso mote de Benjamin Franklin, um dos patriarcas dos Estados Unidos (também chamados founding fathers), que, adaptado à política brasileira, poderia muito bem servir de inspiração para nossos parlamentares: “Você ama a vida? Então não desperdice tempo, pois é disso que a vida é feita”.

Essa urgência para não desperdiçar tempo deveria ser o mote do Congresso no próximo semestre, após o recesso do Legislativo, dado o esgotamento do tempo hábil para levar adiante as reformas fundamentais para o Brasil. Iniciado o ano eleitoral, 2022, a probabilidade de que algo relevante seja aprovado beira o zero porcento.

Após a mudança das presidências do Congresso, vencendo as chapas que obtiveram apoio explícito do Executivo, não seria irrazoável esperar que o primeiro semestre de 2021 assistiria ao avanço e aprovação das reformas estruturantes, que foram um dos grandes anseios da população brasileira nas eleições de 2018.

Não é, entretanto, como salta aos olhos, o que aconteceu. Pode-se alegar, sem dúvida, a premência e prioridade que a CPI da Covid ganhou aos olhos dos nossos parlamentares. Reconheça-se sua relevância, se se quiser (sem entrar no mérito de sua condução e de seus resultados), mas é patente que ela jamais justificaria o adiamento das discussões que podem de fato transformar o país. Admita-se que olhar para o passado é importante para corrigir os rumos do futuro, mas isso não ao preço de perder a hierarquia de todas as prioridades reais e ao preço de paralisar as discussões que precisariam ser conduzidas num momento tão crítico para a história do país, para a retomada sócio-econômica depois de uma crise tão longa e sem precedentes.

No entanto, é preciso reconhecer, desde já, que no quesito das grandes reformas, o Congresso contou em boa medida com a falta de entusiasmo do próprio Executivo. Para dar um exemplo, e é apenas um, o ministro da Economia, Paulo Guedes, apresentou só em 25 de junho, quase no fim do semestre, a segunda fase da Reforma Tributária, que trata de modificações no Imposto de Renda para Pessoas Físicas, para Empresas e Investimentos. Fase que sequer é a última, dificultando qualquer discussão séria acerca do tema, dada a impossibilidade de se ter uma visão geral dos efeitos que qualquer mudança parcial dos impostos pode ter na economia e nos seus diversos setores.

Mas a falta de entusiasmo do Executivo não poderia servir de desculpa aos nossos legisladores. Tanto um quanto outro poder têm competência para pautar o debate nacional e para levar adiante o que é relevante para os cidadãos. E já houve momentos em que o Legislativo assumiu essa missão.

A complexidade da tributação e o alto valor da carga fiscal total são temas recorrentes do chamado “custo Brasil”, termo que abriga as dificuldades que o País apresenta para empresários e investidores gerarem renda e empregos. Um tema como esse, dadas as dificuldades econômicas inerentes que sobrevieram ao País após mais de um ano de pandemia, deveria estar no topo das preocupações do Legislativo. Ainda mais quando um sistema de tributação mais ágil e equitativo pode servir de impulso para a recuperação econômica que é aguardada para o ano que vem.

As privatizações, uma das agendas mais ansiadas nas eleições de 2018, também não caminharam no Congresso como se imaginava. E novamente parte da culpa pode ser atribuída também ao Executivo. A privatização dos Correios depende da aprovação do marco regulatório para os serviços postais, dado pelo Projeto de Lei 591/21. A matéria tramita na Câmara em regime de urgência desde abril e a expectativa era de o PL ser votado até 17 de julho, mas só vai ser apreciada após o recesso. Se aprovada, seria apenas a segunda proposta de privatização que avançou pelo Congresso durante a gestão de Jair Bolsonaro. Até o momento o governo não conseguiu vender nenhuma estatal de controle direto da União. Das 203 empresas estatais, o governo conseguiu privatizar 15, com 90 empresas na mira.

Há inúmeras outras pautas urgentes, realmente prioritárias. Pense-se, por exemplo, na Reforma Administrativa. Enquanto projetos fundamentais para o País caminham lentamente, o prazo da CPI da Covid foi estendido para mais três meses no Senado, devendo absorver ao menos uma parte das energias do Legislativo. E o presidente da Câmara dos Deputados, Arthur Lira (PP-AL), gastou a última semana aventando a possibilidade, impopular e extemporânea, da mudança na forma de governo do Brasil, de presidencialista para semipresidencialista. Se o Congresso não quiser passar para a história como o Congresso da inação, da apatia e da falta de visão estratégica; se quiser ainda alguma reforma estruturante aprovada, é melhor seguir o conselho de Benjamin Franklin e não desperdiçar mais tempo, nem um dia sequer.
