Aviões fretados, combustível para jatinhos, hotéis de luxo, jantares nababescos e viagens internacionais caras — tudo pago pelo contribuinte. Essa foi a rotina no Senado de Ciro Nogueira (PP-PI), que agora vai assumir o cargo de ministro-chefe da Casa Civil, para fazer a coordenação política do governo Bolsonaro. Desde 2011, ele gastou R$ 1,5 milhão com combustível para aviões mais R$ 1 milhão com fretamento de aeronaves. Nos 16 meses de pandemia da Covid-19, ele torrou R$ 464 mil com abastecimento de aeronaves. Nesse período, fez apenas sete voos em aviões de carreira para Teresina.
Ciro frequentou restaurantes refinados em Brasília, no Piauí e em São Paulo. Em dezembro de 2011, Nogueira gastou R$ 7,4 mil no restaurante Coco Bambu Frutos do Mar, no Setor de Clubes Sul — valor equivalente a oito salários mínimos na época. Consumiu mais R$ 3 mil no restaurante português A Bela Sintra em abril de 2013. Mas não deixou de lado as churrascarias, onde gastou R$ 21 mil com 32 refeições. Também frequentou os sofisticados Nakkae e Amadeus, no bairro nobre paulista Cerqueira César.
O senador nunca explicou o que fazia em São Paulo nos finais de semana, com restaurantes, hotéis e passagens aéreas pagas pelo Senado. Os senadores também contam com verba para hospedagem. As três estadias mais caras foram no hotel Emiliano, justamente no bairro Cerqueira César, nos valores de R$ 7 mil, R$ 6 mil e R$ 5,5 mil, todas em 2012. Todos os valores da reportagem foram atualizados pela inflação.
Ciro também esteve hospedado no Copacabana Palace, no Rio de Janeiro, onde por duas vezes gastou R$ 3,5 mil. No hotel Samurai, no Leblon, a despesa chegou a R$ 3,9 mil. Também esteve no Windsor Barra Hotel, onde teve encontro com o prefeito Eduardo Paes. A conta ficou em R$ 1,3 mil.
O Senado permite que os senadores paguem despesas de convidados em suas refeições. Em agosto de 2014, ele registrou que fez despesas com alimentação em evento politico no estado com o prefeito Firmino Filho mais três convivas. A “boca livre” custou R$ 1,8 mi. Em julho do mesmo ano, ele levou a senadora Ana Amélia e o deputado Eduardo da fonte para almoçar na churrascaria Rodeio. O contribuinte pagou a conta: R$ 844.
A partir de junho de 2019, o Senado passou a exibir a nota fiscal das despesas dos senadores. Com a exposição, Ciro passou a fazer despesas menores nos restaurantes — a média caiu de R$ 420 para R$ 204. Mas ele manteve algumas refeições mais caras. Em agosto do ano passado, gastou R$ 687 num almoço na Churrascaria Rodeio e R$ 695 no restaurante Marcelo Petrarca. Na Rodeio, só a picanha para duas pessoas saiu por R$ 318 mil — mais do que um “auxílio emergencial”.
Aviões e carrões fretados
Ciro Nogueira costuma fretar aviões para visitas a municípios do Piauí, sua base eleitoral. Em julho de 2012, investiu R$ 24 mil num fretamento para visitar Bom Jesus. No ano seguinte, gastou mais R$ 24 mil para visitar Parnaíba e Floriano. Voou pela Top Line Táxi Aéreo. Mas o aluguel mais caro foi para Fátima e Bom Jesus, em abril de 2013, quando pagou mais R$ 32 mil para a Ceará Taxi Aéreo. Os 90 voos fretados tiveram custo médio de R$ 11,7 mil.
Nos últimos anos, Ciro continua usando aeronaves, mas tem optado por investir o dinheiro do contribuinte em combustível para aeronaves. Neste ano, os maiores gastos foram em junho — R$ 66 mil. Só a nota fiscal no dia 21, emitida em Teresina, tem o valor de R$ 10 mil. Lá está especificado: combustível para aviões a turbina. Em dezembro do ano passado, a gastança com o combustível para aviões chegou a R$ 84 mil.
Ciro também aluga automóveis, mas não é qualquer um. Ele já investiu R$ 714 mil nessas locações — com o dinheiro do contribuinte, claro. O aluguel das camionetes Trailblazer custou R$ 8 mil por mês. No caso da Pajero, R$ 12 mil. Os veículos Land Rover Discovery foram locados em 2011 e 2012 por R$ 25 mil, em média. Foram 10 fretamentos no valor de R$ 250 mil.
Viagens pelo mundo
O novo ministro da Casa Civil também viajou pelo mundo com dinheiro público. As despesas somaram R$$ 694 mil. Só as passagens aéreas custaram R$ 457 mil. As diárias, mais R$ 236 mil. A viagem mais cara foi para Hanoi, no Vietnã, onde o senador cumpria missão na União Interparlamentar, em março de 2015. A passagem saiu por R$ 42 mil. Incluindo as diárias, a despesa fechou em R$ 56,8 mil. No mesmo ano, esteve também no Fórum Parlamentar do Brics, em Moscou. A despesa chegou a R$ 45,6 mil, sendo R$ 40 mil de passagem.
Em março de 2016, esteve na Cidade do Cabo, na África do Sul, para participar de conferência para assegurar o direito de todos à nacionalidade. Mais um gasto de R$ 45 mil. Em novembro de 2016, o senador esteve também em Washington, onde esteve no workshop sobre o consumo inteligente e responsável de bebidas alcoólicas. Só a passagem custou R$ 28 mil. A conta fechou em R$ 35 mil. Ele também esteve em Nova Iorque, Paris, Genebra, Roma, Paris, Ottawa, Moscou, Marraquexe, entre outras.
