A CPI da Covid recebe nesta quarta-feira, 4, o tenente-coronel da reserva Marcelo Blanco da Costa, que participou de jantar em Brasília no qual teria sido feito o pedido de propina para assegurar a compra por parte do governo federal de doses da vacina AstraZeneca.
Ex-assessor substituto do Departamento de Logística do Ministério da Saúde, exonerado em janeiro, Blanco já foi citado em ao menos três depoimentos prestados à comissão do Senado que investiga ações e omissões do governo Jair Bolsonaro desde o início da pandemia do novo coronavírus. A oitiva está marcada para às 9h.
Amparado por um habeas corpus concedido em julho pelo presidente do Supremo Tribunal Federal (STF), Luiz Fux, Blanco terá a possibilidade de ficar em silêncio e de não responder a perguntas que o incriminem.
O requerimento para convocação de Blanco é de autoria do senador Alessandro Vieira (Cidadania-SE). O parlamentar espera ao longo do dia ser “possível esclarecer” se o ex-diretor do Ministério da Saúde Roberto Ferreira Dias teria pedido propina de US$ 1 por dose de vacina durante negociação com a Davati Medical Supply — empresa que se apresentou à pasta como representante da AstraZeneca capaz de fornecer ao governo um total de 400 milhões de doses.
A CPI requisitou ao Comando do Exército Brasileiro todos os relatórios e as informações de inteligência, com as correspondentes cópias, a respeito de militares do governo já citados na comissão. Estão na lista, por exemplo, o ex-secretário executivo do Ministério da Saúde Élcio Franco, o ex-ministro da Saúde Eduardo Pazuello, o ex-subsecretário de Assuntos Administrativos Alexandre Martinelli Cerqueira e Marcelo Blanco.
Citado na comissão
Em depoimento à CPI em 1º de julho, o policial militar Luiz Paulo Dominguetti Pereira, que procurou o governo federal como representante da Davati, afirmou que teria sido apresentado a Roberto Dias por Blanco, seu ex-assessor. O trio, segundo ele, participou do jantar em que o ex-diretor teria pedido propina de US$ 1 por dose a Dominguetti, em 25 de fevereiro deste ano.
Dias, por sua vez, nega o pedido de propina e tenta sustentar que seu encontro com Dominguetti e Blanco em restaurante em Brasília foi casual. Em depoimento contraditório prestado à CPI, no entanto, o ex-diretor do Ministério da Saúde chegou a admitir que sabia da presença do coronel no local.
Já o representante oficial da Davati no Brasil, Cristiano Carvalho, disse aos senadores que Dominguetti citou o termo “comissionamento” e não “propina” ao referir-se ao encontro que teve com Blanco e Dias. Para os senadores que formam a maioria no colegiado, trata-se da mesma prática.
