Bolsonaro cumprimenta eleitores durante a solenidade do 7 de setembro do ano passado: para 2021, presidente espera que manifestações sejam muito maiores.| Foto: Alan Santos/Presidência da República
Jair Bolsonaro e seus aliados, dentro e fora da política, vêm se empenhando na convocação de apoiadores para dois grandes atos no dia 7 de setembro, feriado da Independência, em Brasília e São Paulo, ambos com a participação do próprio Bolsonaro. Interlocutores do governo ouvidos pela Gazeta do Povo afirmam que, além de a manifestação ser uma demonstração de prestígio de Bolsonaro, há uma pauta que inclui críticas ao Supremo Tribunal Federal, com a defesa do impeachment de ministros; a defesa da liberdade de expressão; e a pressão para que o Congresso dê andamento a pautas de interesse do governo. No entanto, há bolsonaristas com planos bem diferentes – e muito mais preocupantes, que destoam do tom ordeiro que tem sido visto nas manifestações pró-governo.
Ganhou grande repercussão um vídeo de 14 minutos, publicado dias atrás por Davi Azim, coronel da reserva do Corpo de Bombeiros do Ceará, em que ele incentiva abertamente a invasão do Congresso e do Supremo durante a manifestação do dia 7. “Ninguém pode ir a Brasília simplesmente para passear, balançar bandeirinhas e tampouco ficarmos somente acampados”, afirma. “Como todos devem saber, nós teremos vários reservistas lá. Teremos também R2, pessoas que têm conhecimento de como podemos fazer formações de grupamentos para podermos nos organizar e adentrar ao STF e ao Congresso”, acrescenta, dizendo que a invasão está combinada com outros militares.
O uso da força para impor convicções e plataformas – ainda que fossem, por hipótese, as mais nobres e corretas – e impedir o funcionamento das instituições democráticas jamais é aceitável
“Queremos entrar na paz, mas, caso haja reações, aí, sim, nós vamos ter que enfrentar”, promete o coronel. Para ele, com essa ação “o povo forçará a ação do nosso presidente e das nossas Forças Armadas”. E, uma vez realizada a invasão, o que viria depois? “Vamos entregá-los [membros do Congresso e do Supremo] às Forças Armadas, para que elas adotem as providências cabíveis, necessárias, pô-los numa cadeira de réu, julgá-los por um conselho militar de Justiça, e então, aí, sim, eu digo que será a nossa vitória”, afirma Azim. E, infelizmente, ele não está sozinho; a instigação da invasão tem sido a tônica em outras convocações para o ato do 7 de setembro na capital federal.
Compreende-se a indignação com decisões recentes do Supremo e outras cortes superiores – muitas delas veementemente criticadas pela Gazeta do Povo neste espaço –, em ataques flagrantes a várias liberdades e garantias individuais. Compreende-se a indignação com um Congresso muitas vezes mais empenhado em proteger a si mesmo que em servir o povo brasileiro. Mas nada, absolutamente nada, justifica uma solução de força, como a invasão dos prédios do Legislativo e do Judiciário.
O uso da força para impor convicções e plataformas – ainda que fossem, por hipótese, as mais nobres e corretas – e impedir o funcionamento das instituições democráticas jamais é aceitável. Esta é uma verdade que a Gazeta repetiu em inúmeras ocasiões em que tamanha agressão à democracia veio tanto da esquerda quanto da direita: valeu para sem-terra que tentaram invadir o Planalto e o Supremo, para professores que tentaram invadir a Assembleia Legislativa do Paraná, para estudantes que invadiram os próprios colégios e universidades, para sindicalistas que invadiram – mais de uma vez – o plenário da Câmara Municipal de Curitiba, para senadoras do PT e PCdoB que tomaram a mesa diretora do Senado, para policiais que tentaram invadir a Câmara em protesto contra a reforma da Previdência, para apoiadores de Donald Trump que invadiram o Capitólio. E valerá para apoiadores de Jair Bolsonaro que tentarem invadir o Congresso e o STF no próximo dia 7, caso isso realmente ocorra.
Como responder a tal incitação? Ela é uma violação tão flagrante do ordenamento jurídico nacional que, se provocada pelo Ministério Público, a Justiça teria toda a razão em ordenar que Azim e os demais que tiverem o mesmo discurso fossem proibidos de ir a Brasília. Mas a principal resposta precisa vir – o quanto antes – de Jair Bolsonaro e das lideranças políticas a ele associadas e que também estão incentivando a participação da população no dia 7, em Brasília.
O quanto antes, Bolsonaro tem de deixar claro que condena qualquer invasão e que não haverá apoio algum aos tresloucados que tentarem algo desse tipo
Por mais que, como afirmamos, as manifestações a favor do governo tenham, até agora, transcorrido sem o vandalismo e a violência vistos, por exemplo, em vários atos da esquerda, não basta que o presidente e seus aliados se limitem a não incentivar a invasão – este é um caso em que o silêncio e a omissão serão vistos como um consentimento perigoso. É preciso tomar a dianteira e rechaçar veementemente golpismos como o do coronel Azim. Isso já ocorreu no passado: antes de uma manifestação pró-governo em maio de 2019, políticos bolsonaristas, percebendo a possibilidade de o ato se tornar uma defesa do fechamento do Congresso e do Supremo, se encarregaram de combater essa ideia e fomentar uma “pauta positiva”, que naquela ocasião englobou a reforma da Previdência, o pacote anticrime, a CPI da Lava Toga e outros projetos do governo. O próprio Bolsonaro afirmou, três dias antes daquela manifestação, que “quem defende o fechamento do Supremo Tribunal Federal e do Congresso Nacional está na manifestação errada”.
Desta vez, no entanto, é preciso ser ainda mais enfático. Que o presidente use o prestígio que tem com seus militantes para desarmar a bomba. O quanto antes – ou seja, sem esperar até o dia da manifestação –, Bolsonaro tem de deixar claro que condena qualquer invasão e que não haverá apoio algum aos tresloucados que tentarem algo. A crítica ao Supremo, a defesa do impeachment de seus ministros, a crítica ao Congresso, a defesa da liberdade de expressão são todas manifestações legítimas; invasões, por outro lado, são coisa de quem, como afirmamos em ocasião anterior, tem “alma ditatorial”. Com estes não é possível construir um Brasil melhor.
