Apesar dos pedidos do presidente Jair Bolsonaro e do ministro da Infraestrutura, Tarcísio de Freitas, caminhoneiros continuam protestando em vários estados – na maioria dos casos, com concentração de veículos em estradas; na manhã desta quinta-feira, ainda havia bloqueio em alguns pontos, mas à tarde o Ministério da Infraestrutura afirmou não haver mais estradas bloqueadas. Vários líderes do movimento prometem manter a ação, que por enquanto tem como mote as mesmas plataformas defendidas pelo presidente, como a defesa da liberdade de expressão e o impeachment de ministros do Supremo Tribunal Federal responsáveis pelos recentes abusos contra liberdades democráticas.
A categoria, que já era bastante dividida quanto à possibilidade de uma greve como a de 2018, segue fragmentada, e os episódios recentes aumentaram ainda mais a variedade de posições. Se antes havia cisão apenas entre favoráveis e contrários à paralisação, agora há os que aderiram ao protesto e o abandonaram a contragosto após a solicitação de Bolsonaro; os que se mantêm parados e preservam a figura do presidente, afirmando que ele foi até onde podia ir, e agora cabe à sociedade seguir pressionando – parte desta ala está especialmente indignada com o ministro Alexandre de Moraes após a ordem de prisão contra o líder caminhoneiro Zé Trovão, na semana passada; e, por fim, há os que apoiam a paralisação, mas se sentem “traídos” por Bolsonaro – na avaliação destes, o presidente chamou a população a fazer algo e, quando esse algo enfim foi feito, o governo recuou.

A paralisação, independentemente de quem a tenha convocado ou apoiado, é uma triste repetição de algo que se tornou padrão na vida nacional: a ausência da tão necessária cultura democrática – se ela estivesse presente, seria evidente que a força e a violação de direitos alheios jamais é instrumento legítimo para qualquer reivindicação, por mais nobre ou justa que ela possa parecer. No caso dos caminhoneiros, esse déficit democrático ainda recebe uma camada adicional de ironia, pois, sob o pretexto de combater as reais violações das liberdades individuais cometidas por alguns integrantes do Supremo (especialmente Alexandre de Moraes) e do Tribunal Superior Eleitoral, cometem-se outras violações de liberdades individuais – com o fim dos bloqueios, é verdade, o direito de ir e vir voltou a ser garantido, embora continue havendo quem o relativize: o próprio Zé Trovão, ainda foragido, defendeu ainda nesta quinta-feira a interdição total das estradas, com passagem liberada apenas para ambulâncias e insumos de saúde.
O direito de ir e vir, entretanto, não é o único afetado pela paralisação dos caminhoneiros. Quanto mais tempo a categoria (ou mesmo parte dela) permanece de braços cruzados, maior o risco de desabastecimento, inclusive de insumos básicos, como ocorreu em 2018, e mais a sociedade fica refém de um movimento que desestabiliza ainda mais uma economia já abatida por inflação, desemprego e uma recuperação cambaleante do PIB – afinal, mesmo a produção e a comercialização do que é considerado supérfluo gera emprego e renda a muitos brasileiros. O resultado demonstra a segunda ironia da paralisação, já que, desde o início da pandemia, o bordão “primeiro a saúde, a economia a gente vê depois” foi combatido por apoiadores do governo sob o argumento de que a paralisação da economia causaria uma catástrofe; mas os caminhoneiros, agora, parecem ter adotado a própria versão do slogan, ignorando os efeitos de seus atos sobre a economia em uma espécie de “primeiro remover os ministros do Supremo, a economia a gente vê depois”.
E não se pode perder de vista que o movimento dos caminhoneiros ainda pode se transformar em um “primeiro as nossas reivindicações, a economia a gente vê depois”, já que continua no ar a possibilidade de uma greve puramente corporativista, repetindo 2018 e concentrando-se em temas de interesse apenas da categoria, como a manutenção da inconstitucional tabela de frete e a revisão da política de preços da Petrobras, de preferência com a mão pesada do governo mantendo artificialmente baixos os preços do óleo diesel. Se já é absurdo colocar de joelhos um país por meio do desabastecimento mesmo sob o pretexto da defesa de liberdades básicas, pior ainda seria fazê-lo – novamente – por demandas classistas. Uma democracia que balança e uma economia em frangalhos pedem responsabilidade, não aventuras.
